We do not rely on others to draft a ‘Ukrainian Marshall Plan’ — we are developing it ourselves.

Vitalii Kim
Head of the Mykolaiv Region Administration

Southern Ukraine today is not only the front line and the communities along it. It is a strategic region on which the country’s future economic capacity depends.
The war has destroyed our infrastructure, but it has not destroyed our potential. Now, as the world searches for new logistics routes, energy sources, and production platforms, the South can become a key axis of Ukraine’s economic development.
It has everything needed for this: ports, logistics, renewable energy, a strong agricultural sector, high IT potential, extraordinary natural resources, and—most importantly—resilient people.
To fully unlock the potential of the southern regions, we created and presented the “South 2.0” program within the Association of Frontline Cities and Communities at a forum in Mykolaiv. This is our vision for the development of Odesa, Mykolaiv, Kherson, and Zaporizhzhia regions — a concept that will become part of the broader national program for the recovery and revitalization of frontline territories.
