Secretary General of the Congress of Local and Regional Authorities of the Council of Europe Mathieu Mori: “Frontline communities play a crucial role in Ukraine’s resilience”
“Frontline cities and communities play a vital role in Ukraine’s resistance and resilience. Your tireless work under the most difficult circumstances commands admiration and respect around the world.”
With these words, the Secretary General of the Congress of Local and Regional Authorities of the Council of Europe Mathieu Mori addressed participants of the Forum of the Association of Frontline Cities and Communities “Resilience. Recovery. Development,” held on 5 February in Kharkiv.
He noted that over the past four years Ukraine has remained the Council of Europe’s top priority.
“And it will remain so for as long as necessary. From the first day of the full-scale aggression, we have focused our efforts where we can achieve the greatest impact: accountability and democratic recovery. Accountability is essential. Even in wartime — especially in wartime — and in times of global instability, the rule of law must prevail. Impunity is not an option. It is critically important to document human rights violations and support justice mechanisms,” he said.
He highlighted the Register of Damage established for Ukraine, which has already been joined by 44 states and the European Union and has received more than 100,000 claims. In addition, work has begun on a Convention to establish an International Compensation Commission.
“Just two weeks ago, we also announced the launch of a core group to establish a Special Tribunal for the crime of aggression. Together — and especially with you, the frontline cities and communities — we must intensify efforts to raise awareness of the Register and underline the importance of its use in ensuring accountability and justice for all,” he added.
Mathieu Mori also announced that Ukraine’s recovery and reconstruction will be at the center of discussions during the March session of the Congress. In April, Strasbourg will host the next round of the High-Level Dialogue on Good Democratic Governance.
“We very much hope to see representatives of frontline communities among the participants of this Dialogue,” Mori concluded.
