The Association of Frontline Cities and Communities is developing proposals for a government support program for frontline territories
A meeting of the Board of the Association of Frontline Cities and Communities, chaired by Ihor Terekhov, took place, with the main focus on developing a strategic document to support territories located in combat zones and under constant shelling.
This concerns the development of proposals for the second package of the support program for frontline territories. The Association of Frontline Cities and Communities is preparing these proposals for submission to the Cabinet of Ministers of Ukraine.
The Head of the Association and Mayor of Kharkiv, Ihor Terekhov, emphasized that economic resilience must now be the priority.
“The first package was a necessary step for our survival. It addressed basic needs related to social support, security, infrastructure, and housing. But our task now is to ensure that the second package focuses on development, on strong communities, and on real support for people. It must combine the key elements, and these should not be declarations but specific instruments that actually work in frontline conditions.”
According to Ihor Terekhov, only concrete financial and legal mechanisms can bring businesses and people back to the regions.
“From special credit programs and tax incentives to war risk insurance and clear housing solutions. Frontline territories cannot withstand half-measures. That is why we are starting to collect proposals and are joining our efforts to form a unified position for the government, because no one but us knows what frontline communities truly need to preserve lives and the economy.”
At present, the Association has begun collecting proposals from communities to shape the second package. This will make it possible to present the government with a consolidated position based on the real needs of people on the ground.
